Is it possible to use WiFi calling and call forwarding on an unlocked Motorola phone? If I try to forward a phone it says Network or SIM card error.

Wi-Fi calling will not be available on unlocked Motorola, call forwarding is, maybe you're not doing it correctly.

For wireless: https://www.att.com/support/article/wireless/KM1011513/

Turn on call forwarding:

  1. Dial **21* plus the 10-digit number you want your calls forwarded to and press #
    • For example: **21*1234567890# forwards your calls to the phone number 123-456-7890
  2. You will hear a confirmation message or tone indicating that call forwarding has been turned on

Turn off call forwarding:

  1. Dial #21#
  2. You will hear a confirmation message or tone indicating that call forwarding has been turned off.

I get call forwarding connection problem or invalid MMI code. (0)

Trying to go through the phone setting menu for calls/forwarding gives me an error as well.

Your only option left is to go in and change your voicemail number in settings. Make sure you remember what your voicemail number is, save it somewhere so you can switch back.
