If you are looking for the network unlock code you can get that after the phone has completed any requirements for eligibility for unlocking. Network unlock code allows an Android phone to work with a different compatible network.

All manufacturers have been locking and encrypting the bootloader on all of their phones for several years now. There is a snowball's chance in a frying pan that you can get boot unlocked.

Just the fact that someone asks for a bootloader unlock from AT&T tells me they have no idea what they're doing.   

Motorola insists AT&T is supposed to do it on their branded devices.

It's also clear that Motorola has no idea what you're asking for.  AT&T will provide carrier unlock codes only. 

AT&T, has actually installed their own apps and features and then locked the bootloader with a code.

Boot comes locked by request, and encrypted by request, from manufacturers. 

Incidentally the T-Mobile amd Verizon versions are able to be unlocked by Motorola.

I call bullish... 

Carrier contracts with manufacturer prohibit this activity, and it's a non permitted discussion on carrier community forums because of those agreements. 

Carrier software agreements on devices are part of each customer's service agreement.
