I've setup two individual accounts for two lines. Is there a way to merge them?

Not sure what you mean by merge but all prepaid lines have their own account. You can have one account pay for both by converting one account into a multiline account and inviting the other to join. The multiline account then pays for both plans but the two accounts still remain. Not all plans are eligible for multiline, though. The annual $300 is not multiline eligible.
