Voicemail transcription is not a service AT&T provides. This means if you have an Android it's not available at all, if you have an iPhone, it is an iPhone feature and still available
I had voicemail transcription and it just seemed to disappear. Finally figured it out, inadvertently, when I was playing around with my Siri settings.
All I did was change Settings —> Siri & Search —> Language back to English (United States) and my VM transcripts reappeared. Do that first if you are not seeing any new VM in text form, just make sure you’ve got an iPhone 6s or newer, and do a full restart.
