Spam voicemail without phone call

So yea....the title sums it up.

I use HiYa and Call Protect. I use S10 note plus. 

But now spammers are leaving voicemail without having called my phone, or at least without showing any calls or missed calls.

How can this be stopped? Since it can't be ignored obviously,  the voicemail might be an important call or emergency so you have to listen to each one. 

I can't do the option of only allowing calls from my contacts, since I have children and family....and in an emergency they need to be able to reach me from any phone they have. 

But that aside, how is it even possible for them to leave voicemail without showing a call or showing  a missed call?

How do I put a stop to it?

Is there a way to turn off voicemail?

You know since spam is automatically routed to voicemail,  and having it turned off means they can't clogged up your voicemail. 

As it is...with spam automatically routed to voicemail without ringing means, you still get spam calls even with call protect,,,,but there is no way to stop or block these calls.

Forwarding SPAM voicemails to 7726 does not work. I have been spammed every business day for the last two weeks by Assurant at 844-986-3968 trying to sell "life insurance" and they will not stop!

What is the point of completing this form if AT&T will not follow up on the report? I reported 100s of times, I'm still receiving calls from the same numbers -- it is defined in the law as harassment. If AT&T or FCC were enforcing the laws, this form would make sense then.

Your best choice at this moment is to use voicemail as a buffer. Blocking tech is buggy at this point and looks like it is not fixed after I reported that a year ago.
