Why am I all of a sudden getting 17-20 spam calls a day?

Because your phone number was picked up somewhere, sold to scammers/spammers/phishers and you are now on their list. Just don't answer and delete right away. These are more than likely from spoofed phone numbers that change all of the time so blocking is just about impossible from your end. AT&T, like other providers, has a hard time blocking them as well because the spammers are usually one step ahead of them.

The number could be found via random dialing or harvesting data from whitepages.com

AT&T and friends in the business of selling services of connecting businesses and people. It is not in AT&T's interest to stop spammers and telemarketers -- they pay money. AT&T does not care that regular customers just want to use phones to connect with a loved one.
AT&T knows exactly who calls because a connection has two endpoints, and they know exactly how to route signals between these.
