Pay as you go.
For the last few years I’ve switched my account from a pay-as-you-go plan to pay monthly plan when I visit the US all I had to do was top up £100 a year. I can’t do that now, why is that?

AT&T discontinued the pay per use plans in January. They are not available to switch to if you switch off it and they are not available for new sign ups.
It's time for you to find a different service provider which offers pay per use.
Or Port your number to a virtual service that Parks your phone number. Google Voice will do it for $20 and you can continue to use it for free as a virtual number.

Because pay as you go plans also known as pay per use plans were discontinued in January. Anyone who still had such a plan could keep it but once you change to a monthly plan, it’s not possible to change back to a pay per use plan.
