Incorrect caller ID on calls to India
I have international calling activated in my account. Since last few weeks, whenever I call India (used +91 prefix) the person I call gets incorrect caller ID (starting with +91) instead of my US number. Also the call voice quality is terrible. I have to disconnect and call back again few times before the person in india sees my US phone number and the voice quality is normal again. This happens during every call.

Hi imrsk! Here's what you can do to change that pre-fix at the beginning of your phone number and resolve that poor call quality with your contact from India.
First, we want to know more about your experience.
Also, when placing a call, use Wi-Fi Calling. This is a great option especially if you experience sluggish signals and dropped calls. See the details under Requirements and To verify your device and setup Wi-Fi Calling at Poor Signal? Setup Wi-Fi Calling - A Solution From AT&T.
With Wi-Fi Calling, your phone use Wi-Fi for calls and texts when cellular coverage isn’t available. It's beneficial for numerous reasons including allowing you to communicate from the U.S. or even while traveling abroad, just as long as there's an internet connection available.

Thanks. The prefix is not an issue from my phone. I dial the correct India number (Ex: +91-1234567890). However, the person in India does not see my US number (Ex: +1-9876543210). They see an India number (no idea whose or what number since it seems random). I have WiFi calling enabled. The issue happens irrespective. It appears an issue with routing the calls by ATT.

First, you will want to dial 011, which is the U.S. exit code. Next dial +91 (the country code for India) then dial the area code, and finally the phone number of your contact.
This should help with the incorrect pre-fix applied to your number when dialing the recipient in India. Also, is this a recent trend with the call quality or has this always been your experience with the service?

I tried doing 01191 and then the India number. Still same problem. The call quality (and the india recipient getting incorrect caller ID) has been an issue since last 3 weeks. There was no issue prior to last 3 weeks.

Tried all the steps. Nothing worked. This happens on ALL calls to India. The quality is just getting worse and I am inclined to canceling your international calling package.
