Device Visibility
My apple iPad Air 3 with cellular is unlocked through AT&T. So the physical sim is unlocked, but AT&T has my esim locked. They said this was device visibility. I see where they said I needed to call the advanced technical support team to make this request. I have spent hours on the phone just to be transferred and placed in holding queues with unrealistically long waiting times. I need help. I meet all unlock requirements and if you type in IMEI number in AT&Ts unlock portal website it says device is already unlocked. I can’t stress enough on DEVICE VISIBILITY. PLEASE HELP AS IM AT ENDS WITH THIS NIGHTMARE!!!!!!

What you should be asking for is the carrier visibility program. Those three words. If calling AT&T and talking to tech support does not get them to remove the sim restriction on the esim and allow the carrier visibility program for the e-sim, then file an FCC complaint. The FCC complaint is forwarded to AT&T upper management who will call you.
To avoid this in the future do not purchase iPads through AT&T. An iPad from Apple comes with an unlocked esim.
