Dead Zone for Data Download, South Jordan, SLC, UT

In a mile radius from 3731 S. Jordan Pkway South Jordan, UT 84095, there is a dead zone where no AT&T wireless phone can receive any data download. There is cell reception, making/receiving calls isn't an issue, but internet, apps - completely dead. This is a great source of frustration as this

UNABLE TO CONNECT, CALL DROPS, POOR CONNECTION - WHILE ON WIFI

I received a letter on letterhead purportedly from AT&T informing me that "We recently determined that an unknown and unauthorized person gained access to the number of lines on your account" and referenced Customer Proprietary Network Information (CPNI). Is this a genuine letter from AT&T?
