How long does a transfer of billing responsibility take?

I’m getting conflicting answers on how long it should take to get the emails to accept billing responsibility. First we were told 24-48 hrs then when we asked after that time had pasted we were told a week.  We are almost at a week and no email.

Which number to port out first?

I recently traded in my ZFlip 3. I was given $1,000.00 for my trade. I purchased a S23 Ultra for $1,199.00. I'm using the next plan for 36 months. If I chose to pay the phone off in three months, how much will I owe? I think I'll owe less than $199.00. Is this correct?

Billing Assistance Needed

Since moving to ATT from other carrier, I have to constantly call to have my bill adjusted correctly. Each time, the call center representative ensures me the issue will be resolved going forward.
