Blocking a telephone easement with a fence

I have a Pacific Telephone easement and a telephone pole in the right rear corner of my lot in Los Angeles, California. There is a garage built before the easement on the property line.  As a result, the fence between my neighbor and my yard is about one or two feet into their property.
