I lost phone and used online to suspend it found it now its giving error not letting me reactivate it

I have one prepaid account and I am being charged two times a month every month on different dates. One of the charges is from Vesta which is right.  Then days later another att charge not Vesta.  Help

How can I get the zip code associate with my cell number but I don’t have the email and the location someone still my information and for some reason I can’t access to that information but I do have the wireless with me ? Please help
