Need help figuring out why I am having connection issues (~10 second lag spikes every couple minutes)

We're doing a new home construction and there is a 300' distance from the att service at the corner of the street (same as corner of the property) to our house (it's a large property). We're having trenching done for various other services, so we want to lay a conduit for att right now as well.

ATT fixed wireless internet very slow

ATT internet security is blocking my access to a few websites, the web page error says using the ATT Home Manager says I can add them to my exceptions list - but when I login there is no mention of any exceptions tool anywhere.
